School-wide Supports and Pre-Referral Interventions
In accordance with IDEA and Part 200, the district must develop a policy and implement a plan to establish pre-referral interventions prior to making a referral to the CSE. When it is suspected that a student may have a disability, the school’s principal and building level team should ensure that sufficient consideration has been given to general education support services to assist the student in achieving the learning standards. In Seaford, these alternatives to special education may include response to intervention services (RTI), academic intervention services (AIS), and educationally related support services (ERSS).
Each school building has an instructional support team (IST) that convenes to identify the interventions that are appropriate for each student and recommends changes in the student’s instructional program based on the analysis of data. Progress in targeted areas should be monitored by the team to determine whether students are making adequate progress and if a referral for special education services is appropriate. The student’s progress should be reviewed with the parent.
